PHANTOM: COVERT OPS - Militia Soldiers

Zhurov's well trained loyalists are dedicated but limited. As experts in corruption, political manipulation and coercion, the enrolment of local militia’s is a tried and tested strategy when filling the ranks.

The Militia are the bulk of the enemy forces and have a unique make up of part civilian and military attire. There is a large variety of militia enemies to encounter, all with their own mix of combat and civilian attire. All share a similar untrained, relaxed attitude, pose and stance, unexpecting or like incapable of dealing with an Elite Phantom unit alone.

Trained enough to know the tools of war, but not enough to act professionally. A dangerous, unpredictable and violent combination in an illegal war.

The most common enemies encountered  in Phantom: Covert Ops are the Militia. Locally hired fighters make up the bulk of the enemy forces and are lightly armed with litle in the way of a cohesive uniform.

Their gear is a mix of civillian clothing and older, tatty military equipment. Since there are multiple characters within this force, it was important to iterate clothes and war gear that each one could wear, while expanding on the rag-tag theme.

Undisciplined and over-worked, the militia is easily dealt with in isolation.

The enemy contingent is vast and wary. Stealth is key but sometimes conflict is unavoidable.

Variation was assured with the Militia, an array of components could be mixed and matched to create quite an extensive rag-tag army.
